The radome is near the edge of the black area, just to the left of the "P" in Paducah.  The storm path was southwest to northeast.

Is there really that much difference ion rainfall or is part of the the Cone of Silence?

The answer may be a bit of both as they reported very little rain at the NWS station.  It just seems odd for there to be that much disparity.

Whether the rain was or wasn't present, can't say for sure, but the "cone of silence" over the "main bang" will always be a factor in one way or another (and not just precip). One way to help find out is select a neighboring site and see what it paints directly over your main bang. Resolution won't be there, but you'll probably get a good idea.
