I have the following recommendations for you to follow in this order:

Done! Nice find, thank you! Ok, now I'm confused. The only packets leaving my logger are going to weatherunderground and weatherlink. Is weatherlink is feeding CWOP?

Weatherlink.com has the ability to feed CWOP if you so set it. But in your case from looking at the raw data I do not see that occurring.

Looks like you stopped your WiFiLogger from uploading at 10:09 AM EDT today.
Here are the last APRS packets (see the ending .WFL ...that means it was done by WiFiLogger):

that's when I shifted from 1min to 5min reporting. I reset it to 1min and saved and we'll see if it restarts. That said, the logger isn't sending packets out to anyone but weatherlink and weather underground. I'm watching every packet attempt (see attached). Do-do-do-do, do-do-do-do. Really weird.

CWOP server addresses are these:

Name:    cwop.aprs.net
Addresses:  129.15.108.117
          44.155.254.4
          129.15.108.116
          85.188.1.27
          137.26.70.99
          63.251.153.99
          66.151.32.203

I see you are now uploading every 1 minutes.
Something is wrong with the WiFiLogger if it will only upload every 1 minute and not every 5 minutes. Try setting it to 10 minutes and see what happens.

none of the IP's are in the firewall. Again, I can't explain how the packets are flowing past my Watchguard T15 without being logged- that's so improbable I have to believe those packets are getting to APRS from weatherlink but, oddly, weatherlink packets haven't been disrupted.

I set the timer to 4 minutes and we'll see what happens. So far they look be be making the travel.

I have a pretty good theory after analyzing a lot of your packets.
Your packets even when uploading every minute never ever upload on the 0 or 5 minute marks. Meaning there has never been a packet on 00, 05, 10, 15, 20, 25, 30, 35.... Never.  Even now at the 4 minute upload if you upload at :46 the next 4 minute mark would be :50 and it gets skipped until :54 comes around.

I suspect that when 5 minutes is selected that it causes updates to only occur on the x0 and x5 minute marks. Hence why 5 minute upload never works.

That is a bug!

WifiLogger1 bit the dust and we had to order a wifilogger2 from Ryan.

What happened to your first unit?

There is no bug which is causing this. I have test my unit with 5 min interval.
On the other hand interval from CWOP should be erased. It should be fixed 5 minutes.

@twofus in WiFiLogger in SETUP  then NETWORK INFO you will find uptime. Please check this value, if it is more than 5 minutes.
Could you erase logger memory just in case?
SETUP -> WEATHER STATION SETUP
go to the bottom to command form. Check "CLRLOG" from list then click on button EXECUTE.
This will clear memory in datalogger. Sometimes it is needed.

Now nothing is being sent at any time interval.
    http://www.findu.com/cgi-bin/raw.cgi?call=FW4573

UPDATE-- I got it working again at 4 min intervals. 5 will not work. To get it to finally upload again I had to change it to 4min, save, then exit to Network Setup, then come back to Data Export Setup and save it a second time and then it uploads. I'll keep trying for 5.

Second Update-- 5 minutes will not work. And any output that should occur on a zero or a five in minutes like 15:20 or 15:25 continues to fail.

WifiLogger - you can Zoom with me if you want.

In my opinion it is cause because your WiFi chip is rebooting.
This can be cause by extra Watch Dog chip on board, or firmware issue.

Before I will send you replacement unit. May I ask you to restore default settings and check uptime if will be more than 5 minutes, even more than a day?
If firmware is 2.33 restore to default operation is:
- click white button
- after 1 sec. there will be double blink of green LED
- while double blink, or 0.5sec. after please push and keep pushing red button. Green LED should be OFF, after 5 sec. of keeping red button down, there should be double blink
- first double blink - restore WiFi setup file to default
- second double blink after another 5 sec. - restore export setup file to default.
- after second blink please release red button, then after 2-3 sec. please click on white button to reboot WiFiLogger with new default settings.

Please keep your logger in default and check uptime after 30 minutes. It should be 30 minutes uptime :)
If not, then you will need replacement and cause of your issue will be Watch Dog chip.

Please note: when you restore config file to default then all settings will be ..... default, but WiFiLogger should connect to your router anyway, because in normal way it is restoring old connection to router after reboot. So It should be same IP. You can navigate to SETUP -> WiFi Setup and put your SSID and PASS for future, but as long it can restore connection, then it will work.

Looks like that might be the problem. I've linked to a video of my reset process for you to confirm.

Video is perfect.
I have two more request if I may.
1. Please make a photo of the bottom of WiFiLogger. In the top right corner there is a very small chip with 6 legs. Please make a photo of this one. Maybe there is no solder on one leg
2. You have made proper default reset procedure, but to short. you have erased first file of WiFi settings. Please keep red button longer to another double blink. Overal will be 10 sec. of keeping down red button, contains 2 double blinks with 5 sec. spacing.

Yes, I see the difference waiting for the second 5 minutes as it cleared out all my Data Export Settings. After the reset it worked perfectly for about 1 hour and 20 minutes. At that point I went ahead and re-entered all my Data Export Settings and rebooted after each entry to save them. I went back and then watched the network uptime and it went back to rebooting every 5 minutes or so.

Oddly, after the hard reset when I went to the Data Export Settings page to put in the settings I noticed the old password hard coded I saw in Wifilogger1 which had something like -1 wifilogger something or another. I left it in, set my CWOP settings, saved the changes including 5 minutes for the Interval, then noticed it would not send data. So I set the Interval to 4 minutes and it still wouldn't send data. I set the Interval to 2 minutes and still no data yet. I then set the Interval to 4 minutes and changed the password to just -1 and it started sending data again. That may be nothing but a timing coincidence but it was odd enough I thought I'd report it. Also, the software requires an entry for CWOP Interval as a red line shows up around the box if you don't put any time in and attempt to save it. So, it is still failing.

Attached is the image of the back side of the logger.

OK. Now we know that hardware is not an issue. It is in firmware.
TWOFUS could you proceed with testing, which function cause this problem?
This mean. Please disable all exports, leave just CWOP ENABLED. with 5 min interval.
Please check if this is working only on this one.
If uptime will be less than 5 minutes, then please inform us here. I will try to check why is that.

If CWOP with 5 min interval will work ok (uptime bigger than 5 min), then please turn on WeatherUnderground to ENABLE
IF CWOP + WU will work ok (still, work ok = uptime > 5min.), please turn on WeatherLink.com export to ENABLE

Please let me know what is your Archive Data Interval in consol? Is it default 30 minutes, is it 15 minutes, or it is 5 minutes?

We have to continue this checking, because it seems to be a problem in firmware. Repairing it will be for all users, not for this particular unit.

First of all, I assume the Archive Interval is default at 30 min as I haven't changed it.

Testing determined this -- I reset the unit and waited for 30 min uptime before attempting to set any exports.

First I set CWOP at 5 min intervals and it worked flawlessly and uptime continued without rebooting. I then tested with Weather Underground and it again worked flawlessly for several exports and uptime continued as well. I then set Weatherlink and uptime continued but at the very time CWOP was to export the first time the firmware reboot and export failed to CWOP- Weather Underground and Weatherlink continued to export.

I reset the unit again and waited for 10 min uptime then did the exact same thing as above (set each one) to be sure it was the CWOP export time that caused it to reboot, and it did it again- reboot and failed at the exact time CWOP was to export. I then disabled Weatherlink and saved the change but CWOP would not restart the export. I tried setting CWOP to 4 min to see if it would export at all and it would not (the save caused a reboot). I disabled Weather Underground as well and saved it (caused a reboot again) and CWOP still would not export.

I reset the unit and waited for 10 min uptime and then set CWOP and Weather Underground and it has been working flawlessly since, including uninterrupted uptime.

My guess-- when Weatherlink is enabled with CWOP already enabled the software fails when CWOP export time is hit.

I can see that, while logger is connected to CWOP there is almost always timeout. There is no return message from CWOP after data post.
Maybe I am doing something wrong, maybe there was some changes in CWOP servers. I think there is 7 different CWOP servers.
15 sec. timeout can trigger WatchDog, but not this little hardware one on board, because we checked that.
I will adjust internal WatchDogs to check this.
I will also change timeout for all exports to 10 sec.

I know that this is not very convinient for TWOFUS, but if this is firmware fault, then repairing this one behavior I will repair all units.

I can say that when CWOP exports it posts on findu.com raw data nearly immediately which tells me there is clean communication between the logger and CWOP servers.

We push to cwop.aprs.net on port 14580

A couple of hanging chads which may, or may not, mean anything but I'll throw them out just to be sure--

1. Our setting on Weatherlink export is WL PC. Remember, I don't have Weatherlink hardware or software, only a Davis account I upload to. This setting worked fine in Wifilogger1.

2. I still can't find the packets leaving my network to CWOP (when packets are getting to CWOP). Remember, I have Watchguard Firebox and I can see every single packet in the network on the interface but I *never* see even one packet go to the URL of cwop.aprs.net or any of the 7 A record IP's. This is very strange behavior.

Happy to beta a firmware update.

It can be filter in your sniffer. Please note that WU and WL.COM works on HTTP and port 80.
CWOP is custome protocole on TCP and port 14580.
So it can be filtered in your packet graber.

Wifilogger, any update?

I though I have sent you private message with firmware :(

I have published firmware 2.34. Please go to SETUP->SYSTEM and click on update.
After firmware update will be 2.34.
Please try if uptime is ok with CWOP running.

My bad - I did not see your message from the 17th. I've updated the firmware and will test it today. Tku!
