Your router is 192.168.0.10 and not 192.168.0.1?

Is your Smartphone/Tablet on the same Wifi network as the weather station?
Just trying to understand if there is anything out of the ordinary in the setup.

So you are clear the work is done by the smartphone (WSview app)
It uses UDP to query the wifi side of the weather station for settings and if it finds that the published version via the Internet is higher, it (WSView) downloads the new Firmware.
It will then apply this from the app to the Weather station by over writing the old firmware.

So in my simple mind if your smartphone app (WSView) is talking to the weather station and can see it OK but is not seeing a need to update the firmware then this indicates that the WSView app is not able to dial home to the Ecowitt servers for whatever reason. This could be your network (possible firewall settings?) or even your ISP might be to blame.

Not too smart on that stuff.  WiFi analyzer says the server is 0.1, so I guess that would be the router.  IP address says 0.10, so maybe that's the phone I'm using?  I dunno.

Okay good. That is better. Yes 192.168.0.10 must be the address of the device you are on and 192.168.0.1 is the router.

Are you using a mesh WiFi (various WiFi access points)? Or any WiFi extenders?

Makes sense.  We hadn't setup any firewalls.  Using Cox, so maybe something on their end?  I have never gotten the update option since seeing this system up back in June or July 19

We do have an extended upstairs.  The only other extender types item is a power line extender for an old computer with no Wi-Fi.  Would those items have an effect?  I'm certain the console is connected to the main router and not the extender.

Extenders should not cause an issue since they are simply repeaters of your original wifi signal.
If you are able to do this then I suggest logging into your ISP modem and finding out what your actual external IP address is (wont be 10.x.x.x)
You could then ask Lucy in Ecowitt to trouble shoot and see if your ISP external address is trying to talk with the firmware server.
If its not then you will need to go after your ISP and ask them what's going on, but its quite possible that they are blocking a Chinese IP address as a misguiding idea of threat protection!

Extenders and mesh nodes are a nightmare and cause all sorts of issues. I'm not saying you can't have these, but there are differences in implementation and it is enough to warrant against them. Once everything is working you can try expanding the network and then test again.
