There are three varieties of the AJAX/PHP template sets and it's based on the geography covered. The USA set (which includes atom-advisory and atom-top-warning and now the nws-alerts scripts) uses the USA National Weather Service (NWS) for data provided from their websites.
The USA NWS only covers the United States (and territories) for watches/warnings/advisories/forecasts, so no, the scripts would not be useful for any website outside of the United States.
Likewise, the World template includes the get-meteoalarm-warning-inc.php script which fetches advisories/warnings from MeteoALARM.eu and is specific for countries inside the European Union .. it, likewise, won't be useful for anybody outside the European Union. Forecasts are provided by WeatherUnderground and are useful worldwide.
The moral of the story is: the Base templates are region specific -- they include support scripts that are also region specific and those support scripts just aren't useful outside their designated region.
