I have downloaded and uploaded, visit startHere.php and it fails check 5 & doesnt really say why?
This small program is used to check your web server settings if they prohibit installing the PWS_Dashboard.
You only need to re-run this program if you encounter unknown errors.

Normally the error is caused by in-complete setup of the hosting environment.
That sometimes happens when people setup an in-house webserver f.i. on a Synology
And there are multiple other possible causes, incorrect DNS maybe.
There is a enough information in the HTML, those lines can be checked by "right-clicking" and selecting "show source / html" or similar, depending on the browser used. 99% of the times there is no problem found.
As I can not inspect that, just continue and start with the setup at . . ./pwsWD/index.php
The last line of the startHere output reads
