Moving to a new computer- how to properly migrate?

Ok. I want to move all me weather software from one computer to another. The old computer is Win 98 and the new one is XP. The software in question is VWS 12.07 as well as WeatherLink 4.5. I'd like to migrate both onto the new machine while simultaneously upgrading VWS to version 14. (Unless someone reccomends another version- is 14 not the latest stable build?)

For WeatherLink-
Do I install onto the new computer using the original floppy and then copy the old computers folder right on top of that? I have many years of data that I want to move onto the new computer and continue building upon.

For VWS-
Not even sure how to approach that one. Same as above? I obviously want to keep all the same color and layout settings, registration key along with upload and download schedules.

Bonus question-
I have been using an old version of Front Page Express to build and maintain all my sites pages. That seems like a situation that could be improved upon. Does Microsoft offer FPE still? If I want to bring the old FPE to the new machine, can I just drag it over or do I need some kind of installer to do it properly??

For VWS, I would do it in two steps.  First migrate V12.07, then upgrade.

1) Copy the entire VWS directory to the new machine.
2) Install VWS, V12.07.  You may have to run the install twice, once to "uninstall", then to install.
3) Copy the jpeg and template directory again.
4) Confirm that the install is working OK.  A few tweeks may be necessary.
5) Then install the relevant upgrade.

So, based on your info, just copying is not enough to run it? You actually need to do an install in order for everything you need to be there?
I'm obviously not a genious, but my hunches are that the install makes things right.
Right?

You are absolutely correct.

We have got to find a way to make this information readily available. I'll bet I've seen this question asked more times than I can remember. Let start a tread called commonly asked VWS questions. And put answers to questions like this there. Then of course we have to hope people will look there first.

Further on the VWS migration (and this is information I gleaned from the old Ambient forum site prior to my own migration).

If your path to the VWS installation directory is different on the new machine (D:\VWS instead of C:\VWS, for example), you will need to edit some things after the above-mentioned steps. 

Here is the complete set of instructions I saved from the Ambient forum:

Problem
I would like to move Virtual Weather Station from one computer to
another (or one drive or directory to another) without losing my
settings.

Solution
1. Copy the entire \vws directory from one computer (or drive) to
another. To simplify the installation, copy all of the contents to the
same pathname (for example, if VWS is installed on c:\vws on one
computer, copy the directory to c:\vws on the other computer).

2. Install Virtual Weather Station from your CD or download center and
install into the same directory as created on the new computer.

Discussion
If you install Virtual Weather Station into a different directory,
there are several additional steps.

1. Select Settings | Multiple Station Settings and select Recall
Existing Station. Browse to the new directory location on the new
computer. For example, if you install it into the c:\vws drive, browse
to the c:\vws drive.

2. There are several customized file paths you will need to change.
Select the following windows from the menubar and change to valid
directory locations.

3. Settings | CSV Export
4. Settings | Jpeg File Settings
5. Settings | WeatherVoice
6. Settings | WeatherCentral Settings
7. Internet | HTML Settings
8. Internet | Upload File
9. Internet | Upload Folder

If you copied the files from one computer to a CD and then to the other
computer in Step (1), this sets all of the copied files to "read only".
To change this, on the new computer, right click on the \vws directory,
select Properties and uncheck the read only check box.
