This may help NCDC: KEY Surface Weather Observation (METAR) (noaa.gov) (https://www.ncdc.noaa.gov/sites/default/files/attachments/Estimating_the_Water_Equivalent_of_Snow.pdf)

The actual SWE can vary a lot.  For my CoCoRaHS reporting: today with 5 cm new snow I had 9.4 mm SWE.  On January 29 I had 15 cm new snow with 5.2 mm SWE.

Enjoy,
Paul
