I guess they will get a waiver for 400' max altitude?

And sondes go way high.  I thought their value as not in the immediate surface and slightly above, but tens of thousands of feet up?

A lot of information flows back from airlines and private aircraft, but in the situation of the AF, I'm not sure that all the areas of interest would be covered.  Just random thoughts.  At least the helium would be saved...

I'll believe it when I see it.

Drone technology for that purpose kind of sucks right now and to deploy that many at scale will be a feat. For drones that small the atmosphere is not very kind to them. Especially if they want to use them to predict things like tornadoes.

Though given it's backed by the US government who knows what will come of it.

My concern is air traffic and how that would be managed, as well as the FAA regulating all of it and how that might affect hobbyists. Perhaps it becomes more of a research tool than something used operationally which I could see more realistically.

Time will tell I suppose...
