Dear NWS Partners,

At 10:30 a.m. on March 9, 2021, the National Weather Service (NWS) Headquarters building located in Silver Spring, Maryland, known as Silver Spring Metro Complex 2 (SSMC-2), experienced a ruptured water pipe, which caused significant and widespread flooding on the 7th floor and below. NWS maintains a data center on one of the affected floors. When flooding was discovered, power to the data center was turned off to protect the equipment and personnel who were onsite.

Weather forecasts, watches and warnings are not affected. Some NWS data stopped flowing, including data from the NOAA's National Data Buoy Center (NDBC) providing data from ocean buoys and NOAA's Deep-ocean Assessment and Reporting of Tsunamis (DART) stations. Mitigation measures - such as moving applications to backup servers in other locations - were quickly implemented where possible. Alternative routing for the NDBC dataflow is being worked. The ability to issue tsuami warnings and forecast products is not impacted by the DART outage. NOAA tsunami forecasters in Hawaii and Alaska issue initial tsunami watches, warnings, and advisories based on the initial seismic event.

SSMC-2 is owned and maintained by Foulger Pratt and occupied by NOAA/NWS via a GSA lease. Extensive coordination across these organizations is underway to develop a comprehensive plan for a full damage assessment, to inspect and restore systems in the building, and to ensure the building is fully repaired and safe for employees to return to their offices. This process will take time to complete.

We do not yet have an estimate at this time for when the buoy data will be available. We will continue to keep you updated as appropriate.
