Need camera

What's the best fair priced camera for a weather cam? Preferably Wifi or USB. I don't like the IP cameras

Most people like and prefer IP cameras. I'm just curious to know why you don't like them?

A WiFi camera is an IP camera. Some WiFi cameras that are not directly accessible like a normal IP camera are then tied to proprietary company services and these don't make good weather cams because you can't easily upload your cam to weather services and personal weather websites.

Perhaps if you tell us how you will be using the camera, where you will be sending the stills that then we can provide some recommendations.

Ive had ip cams before and everytime my ip address changed on my router my cam would go off.

Mainly I would be uploading to my wunderground

The router I have is my spectrum internet router. Would I need a separate router like a linksey just for the camera?

As long as you can log into your router you don't need another one.  Usually something like..

Well, the instructions vary by router.  Look at the bottom of the router to find the name/model.  There are a few.  https://portforward.com/router.htm
