My website appears to be working pretty well.  Still getting non-current errors.

Check the WD ftp log for info.  (WD, View, FTP Log) -- it should show if there is a problem with FTP to your website.

Also check settings in WD using https://saratoga-weather.org/wxtemplates/setup-WD.php
It may be that you've not established a processing and update schedule for testtags.txt->testtags.php
