For not the first time, but the second, my anny cups froze. Took me 16 hrs to realize it as well. This is the newer, sealed speed cart, which is about four years old. I have absolutely no idea why or how it happens, but as soon as I brought it down, it started to spin freely again. Anyway, took the opportunity to CRC both the cups and vane as well, as it was quite stiff too. Now, the cups are free, spin at less than one mph, and the vane will move one degree in a two mph wind. Just like new! So, you may want to scrutinize your anny, and perhaps find that it is under performing.

Is spraying an oil-based lubricant onto the anemometer bushings a good idea?  I've always been told for similar devices to use only a dry, graphite based lubricant that doesn't attract dirt/grime and make the unit seize again.....

You're both wrong. Never said I lubed it, I said I CRC-ed it. I never lube my anny.

Straight from the VP2 ISS owner's manual...

Note: Do not lubricate the shaft or bearings in any way. When replacing the cups, make sure they are not
rubbing against any part of the anemometer head.
