WD not creating /uploading testags files

I have decided to update and use my WIN 10 laptop for my weather needs. My replacement for me arrived today defective out of the box so you can tell already this has been fun #-o

Anyway, I transferred everything from my WIN 7 machine over to my WIN 10 machine and got thigs running finally after a round or so with my host for a flagged IP.
I have set everything to create and upload the testtags file but it plain flat out refuses. I have uploaded an old version of testtags.php to the server and that makes my template happy with the exception of an incorrect date due to the outdated file.
BTW there is a testtags.txt and a testtags.php both in the webfiles directory.

Can somebody please set me straight on what I am doing incorrectly?   This has me stumped!   Usually, when this happens it's a terribly simple step I have missed :-P

The process is:
WD reads the "webfiles\testtags.txt"  - replaces tags with values - uploads to your website.

The testtags.php can only be uploaded to your webserver if the file "testtags.txt" is available on your Windows computer.  If that file is not there for WD to find it will put an error message in the uploaded file.

That is the message of WD that it can not find testtags.txt or is not allowed to read that file

Check the permissions of the files in c:\wdisplay\webfiles\

If there is no testtags.txt in that folder,  find your latest copy of it,
1. maybe on your old computer.
2. or in the latest version of WD you downloaded
 or
use this older version I  attached

After you put the file in your windows - weatherdisplay - webfiles folder the uploads will continue, but will then contain your data and not the error message.

There is a testtags.txt file in the webfiles folder as well as a testtags.php file but all it says is the custom file is not present
I'm not sure of the permissions in a sec.

I made sure that WD is started in Admin Mode so hopefully that will help
I also changed the permissions for the webfiles folder in WD.
And I replaced the testtags.txt file in the webfiles folder.

So far it still doesn't work.  Maybe moving to WIN 10 and more processor power and RAM was not a good idea for me  :oops:
It creates a testtags.php file every minute but it's void of any relevant data.
This is driving me nuts !

It creates a file with the error message.
The only thing we know is that is does its work, but it can not read the testtags.txt
Is WeatherDisplay installed on the C:\ wdisplay drive    or in Program-files  ?
Is the name of the folders correct   C:\wdisplay\webfiles\ and the name of the file testtags.txt
Maybe some capitals?
Maybe c:\weatherdisplay\ and not c:\wdisplay\  ?

I am only guessing.  If you can not find it, you should post this on the https://www.weather-watch.com/smf/ forum also.
