If a person has created a weather model for forecasting 2-3 months ahead, can he sell his own software?

You could absolutely sell or license the model. However, if you want to sell data generated by the model you'll have to ensure that you are on the right side of any licenses or terms of use for the data you are feeding into your model to generate the output.
