CWOP wind from Davis WLL

METARMan:
My Davis VP2 WeatherLink live sends data to CWOP every 15-minutes.   The wind speed and especially direction do not match the 10-minute average displayed on WeatherLink. 

What wind data (instantaneous, average?) is WLL sending CWOP?
