Works like a charm. BTW, you also need a light web server to access it from your LAN. I used nginx-light.
I am running it on my NAS, that's on 24/7 anyway.

if your server doesn't run already a webserver (that's a program/service to handle http/https requests), you will need to install one - that's pretty obvious  ;)
How would otherwise the html pages (index.html) be displayed in your browser ...
It has nothing to do with LAN or WAN - if an internet host (computer/server) doesn't run a webserver software, no http/https requests can be fulfilled.  8-)

maybe "access it" was not the right choice of word here. You can access it from another server if no firewall rules and other permissions forbid it. You don't need a web server for this.
You can copy it, rename it, load it in an editor, many things you can do which mean (and need) to access it -
but you may not be able to view the translation of its content into a webpage, display this in a browser from another but the local host without a web server running on the local host.
