RC=403 Forbidden When Running check-fetch-times.php

Hello.

I am receiving this message when running the check-fetch-times.php using the URL https://www.website.com/check-fetch-times.php where website is the website title. I know what the error means and the only thing I can think of is running it from the server's SSH Console instead of a browser to have the root user's permissions.
