Update testtags.php localy

I'm trying to get WD to update testtags.php locally on my computer, but no success.

What settings do i need to change?

WD folder is C:\wdisplay and the folder that i want the updated file to be in is H:\htdocs\wd\.

In which screens do i have to make the changes?
