Conrad HP1001 backlight issue

Hello

I have an issue with Conrad HP1001 weather station. On the lowest levels looks only half the backlight LEDs works. Over 5 backlight level, LEDs start rapidly blinking. I have no idea where is the problem? Is software or hardware (SMD components damaged)?
