Strange, as my HP2551 registers .2?? Not .3 With every tip.
E.g. it does not read .3 , .6 , .9 , 1.2.
It does read .3, .5, .8 , 1.0 , 1.3, 1.5. , 1.8 , 2.0.
Which makes it .25?. Not sure about the 3rd decimal place.

Check what you have set in calibration in the console for rain. Should be 1.0

Rain Gain is 1.0

.254mm makes sense

Tip 1              =   .254 rounds to   .3mm
Tip 2 +  .254 =   .508 rounds to   .5mm
Tip 3 +  .254 =   .762 rounds to   .8mm
Tip 4 +  .254 = 1.016 rounds to 1.0mm

So it's just like in the Instruction - 0.3mm or 0.01" ---->  0.254mm
