I think what's confusing you is that you're thinking of relating liquid volume to snow depth. But the chart is merely converting snow depth to liquid (rain) depth. So it doesn't have anything to do with volume (or area).

So your heated rain collector will measure the liquid equivalent (rain depth) by definition.
