The closest equivalent to GR3 is Radarscope. They do have a version for Windows as an app for Windows 10, but I have not used that version. I have Radarscope for my iPhone, iPad and iMac and I love it. Have used it since 2011. I have used GR2AE and GR3 since 2008.
