WeeWX to cwop.

Does WeeWX have to be running like cumulusmx does to send data to cwop?

Perhaps I misread your question.  Was if "does weewx have to be running for weewx to send data someplace else" - in that case 'of course yes'.  A program can't do anything if it's not running.
