I am located on the Kenai Peninsula in Alaska 60 miles Southwest of Anchorage. While not perfect, my 10 ft mounting pole is a good compromise. After every snow event I need to remove the snow from the anemometer, solar cell and wind vane. A visual inspection from the window from my desk determines the necessity. I just keep a step ladder next to the mast in Winter. I do this Alaska style. Clad in pajamas and slippers, with cup of coffee in hand, I mosey out, climb the ladder, place the coffee cup on the top step of the ladder, and remove the snow. In reality unless you had an open plot of land without tall trees or tall neighboring structures, you would not be able to fulfill all of the setting guidelines. Ho many of us do?
