How would I go about self activating the Midland 74-250C?

Hello. I am unable to self activate my Midland 74-250C. I have tried plugging the RCA jacks into each other, I got tones loud and clear, but no activation. I’ve tried doing it like you would activate an HH54. Again, tones loud and clear, but no activation. It activates for every alert that gets sent out over the air, but not for anything else. Is there something I’m missing here?
