I believe so; it is listed on Weathergraphics as freeware at the link below:
http://www.weathergraphics.com/dl/I just load a map from GREarth or wherever (I use the background maps), and then just draw the maps in the program and save it. It works pretty nicely for me. Weatherstudio 3 is offering a front drawer within the program that automatically plots fronts if you're interested in that.
In addition, do you use RAOB? I've been looking for some reviews on that piece of software, with little luck.
