ALT Dashboard (Saratoga Template)

Is there instructions on how to install the ALT Dashboard on the Saratoga Template?

I have uploaded the files but I cant seem to find the line in the "top.php" file that they want me to insert under so the instructions dont seem to match for the Saratoga template.
