I can't find a source for historical data for PWS's that are no longer operating. Wunderground.com, ambientweather.net, and pwsweather.com seem to provide historical data only from weather stations that are currently operating, I am doing research on the 2025 Los Angeles fires, and it would be useful to have neighborhood-level wind data in the early hours of the fires (before power outages took the PWS's offline and fire destroyed them).  The fires were just a month ago, so the historical data doesn't have to go back far.

You might take a look at https://mesowest.utah.edu/. They process a lot of data, and have options for downloading some of it.

If you know the CWOP# or can search for the station ID, you might be able to find what you are looking for.

Besides MesoWest,  https://synopticdata.com/   also has data possible more, how long they save not sure. I would contact them directly and let them know what you are doing.

mesowest and synopticdata are good leads, thanks.  For anyone else interested in this question, I wanted to report that wunderground.com actually does have historical data from now-offline personal weather stations.  The trick is that you have to know the station ID -- offline stations do not appear in their map viewer.  What I did was go to the wunderground.com home page for a nearby station that was still online (KCAPACIF342) and then in the browser window edited the ID to different values (341, 343, etc.).  I did find some useful stations that way, but this is a very clunky approach.
