The NWS has received inquiries regarding issues with the NWS CAP v1.2 feed on our alerts-v2.weather.gov and api.weather.gov applications which use that data.  We want to let you know that we are proactively taking the following actions.   

- We are updating our back-end processing to address the time offset issue.  This is the issue where the ATOM and JSON feeds are expressing CAP time stamp elements in UTC.  They are supposed to be in local time with an offset from UTC.  We are estimating that development, testing, and implementation will take around two weeks to complete.

- We're reviewing the issue where some ATOM and JSON alerts are missing or delayed.  Our web services and CAP creation group are both aware of the issue and working together to resolve it.

We've also had a number of people asking for an official date when the CAP v1.1 will be retired.  Our Service Change Notice (SCN) from March 24, 2017 stated, "On or after September 1, 2017... the NWS will permanently cease production of CAP v1.1" and that "a future SCN will specify the exact effective date" for retiring CAP v1.1.  That means you'll want to pay attention to http://www.nws.noaa.gov/os/notif.htm where we'll be making an announcement at least 30 days ahead of time.  The announcement is contingent upon resolution of the above issues.
