WS-2080 Rain guage wind guard

I was reading a notes on ws-2080 from http://lancet.mit.edu/~mwall/reviews/ws2080-amazon.html

and there is a note

the rain collector has no guard around its collection surface. if the collector is in a windy location, the readings will be low as most of the water will blow out of the collection dish. you might want to build a vertical wall around the collector to block the wind.

and wonder what is a verticall wall around the collector ?

does any other weather stations like davis not have this problem?

That looks to be a "catch all" general statement for all rain gauges not just the 2080's. Sure, if you have any rain gauge out in the open and the wind is blowing across it you may miss some rain collection. Guess he meant a wind screen designed for rain gauges.

NovaLynx sells the Alter type shield pictured above 260-952 Alter-Type Rain Gauge Wind Screen
The page also lists the measurements and materials used in construction, so I don't see why you couldn't build one if you wanted to.
