Best PWS on a limited budget

Hello everyone and thank you for allowing me to join this group. I live on a fixed income of less than $1K per month. With that known, what is the best PWS that will also permit sharing weather data via CWOP, Weather Underground, etc.

Just about any solution will allow free upload to many sites.

How much do you think you can spare to buy the PWS?
