Interval of Data Reporting at night

I thought I saw a post talking about time between data reports, but I cannot find it now.

Usually, even at night, I see 5 minute intervals (about), however tonight I was thinking maybe I'm loosing WiFi because my updates are every 20 minutes now.  I was thinking maybe a lower battery voltage or something like that could switch her over to a lower data reporting rate. 

But, as I try find a way to measure client signal strength, I've learned more about my router and enabled the logging feature.  No signal strength there, but it does give connect times, which look to still be at 5 minute intervals.  So, not sure why the server is holding back to every 20 minutes?  I guess I cannot vouch for the comms quality, but if it was failing, isn't it unlikely that it would fail (bad WiFi data) from 5 minutes to exactly 20 minutes?

My voltage dropped lower last night than before, I could see an automatic switch to a longer reporting interval as a power saving measure.  But, the odd thing is my router report seems to indicated that the ball was still reporting to my WiFi every 5 minutes, while the Bloom Sky server fell back to 20 minute reporting.

Of course I don't know what was transferred at those 5 minute intervals.  The ball might have been saying, my voltage is low! next report on a 20 minute cycle :)

I am monitoring my BloomSky data interval upload compared to what is shown on WU as I thought I had problems that I wanted to identify.  Since my BloomSky started on Feb 27 to today there has been 2,512 data entries on the portal.  Of these all were under 6 minutes (average about 5 min) except 83.  Of these 83, 57 were under 10 minutes interval, 21 were under 1 hour, and 5 were for more than 1 hour.
 
Now on WU it is a totally different story.  There I have numerous times were data is missing from the expected 5 min interval.  For instance this past 3 hours BloomSky had 36 entries all around that 5 min, but WU had only 6 entries from 11:28 to 14:33 http://www.wunderground.com/personal-weather-station/dashboard?ID=IONTARIO1189#history
 
We know there have been some issues again the last few days at WU but really can't say if it is WU or BloomSky were the issue is.
 
The camera images is also showing very erratic, and not shown on my WU PWS for the last few days even though it is available by using the browser link http://www.wunderground.com/webcams/PaulMy/3/show.html.  Using Jachym's plugin http://www.komokaweather.com/j-template/plugins/bloomSky/index.php that captures images and saves it in MySQL only 25 images are captured from the 42 that would be expected during the day so far.

I suspect it is a WU problem. I have two stations. The webcam image for my other station is hours old. On that site I have WU fetch the image via http off my weather web website and the image on that site is current.

My BloomSky image is also hours old.

Edit: Looking closer the WU data on my other weather station is fairly consistent. On the BloomSky station the WU data jumps from 5 minute updates to sometimes over an hour.

IMHO, this is one reason I really dislike using any hardware or software that you have to count on a 3rd party for it to work. If there is a problem you have no idea what the problem is. Also, if that 3rd party shuts down, you are left with a piece of hardware or software that is useless. If I wouldn't have gotten my BloomSky for free, I sure wouldn't have paid for it.

Just a data point, but when Acurite's servers upload WU, the intervals can be very uneven.  That's been happening since at least last spring.
