Any military people out there? What does HAVE in a name mean?

I was watching some old documentaries on Area 51, mainly discussing things that went on there.

One was HAVE Donought, which had to do with a MIG evaluation, and another HAVE Blue, which was the F117 program if I recall.

I think there was another source with the name PAVE in the name, too.

Did these names signify any common theme?  A development?  An evaluation?   Why "HAVE", it makes no real sense, so it must be an acronym.

I am not US military and don't know if HAVE is an acronym but in my experience it seems to be a Programme label for a number of projects with a central theme of high technology, exploitation of communications, precision and security in support of  what used to be known as network-centric warfare

For example HAVE Quick - an ECM-resistant secure radio

Its similar to the PAVE series of laser-guided munitions :Pave Penny, Pave Spike, Pave Tack and Pave Knife and now Paveway

I suspect somewhere in DoD there was some sort of overall HAVE programme (almost certainly classified) that managed all these other projects and coordinated between them (they probably had interdependencies)

Thanks.  I did try googling and it really didn't help much with PAVE and the HAVE gave some pretty unhelpful comments.

Have Blue was an early development version of the F-117A Nighthawk.

They're both AF related terms
HAVE, I think, pretty much covers Target designation, vectoring, night ops, special avionics platforms... think stealth, etc
PAVE, are programs/platforms  relating to 'keep 'em flying' -- supply, logistics...??

A common theme in many of the HAVE project names I've found on the web is Groom Lake, aka: Area 51.  HAVE Donut/Drill/Ferry were aerial tests of captured Soviet aircraft at Groom Lake, HAVE Blue was the two early F-117 prototypes, etc.....

PAVE = Logistics
SCREW = What the taxpayers have to pay.  😁
