I started skimming and then went back to read it more carefully.
At the bottom I looked at the byline and it is Dr. Walt Lyons. His partial credentials are listed, but I recall his anchoring the 5 and 6 pm news at WCCO, channel 4 in Minneapolis/St. Paul.
He was a true professional, but with a very friendly, educating, manner about him. I was sorry to see him move on. I understand, but don't know for sure, he had a lot to do with helping figure out the time of arrival system that eventually used the Vaisala equipment, maybe somone can debunk or verify.
And one time, many years ago, we were at a hotel in Phoenix for a driving vacation, and my wife (who was on an exercycle) came over afterwards and proudly asked, "Guess who thought I looked too hot and went to get me a glass of water?" Implying I was ignoring her, which I was at the time. There was Dr. Walt with family around the pool and he took more concern for my wife's possibly getting dehydrated than I apparently did. Nice guy. Very friendly, all in addition to being a pro with his work. He had a lightning consulting company for hire (attorneys used him) for awhile too to analyze a strike to see if the damage was done by the strike or not. Now I think he's not doing that part any more, either.
