Title: weather software for making forecast maps?

Hi everyone,
I am looking for a software which allows me to create simple weather forecast maps, such as the attached one. There is Editeur de cartes by meteociel (https://www.meteociel.fr/logiciels_meteo/cartes_meteo/index.php) which is almost perfect. It just has a little problem: I can't rotate the icons on the map, and this means that I can't point the wind vectors icons to the desired direction.
Is there another solution?

Try FrontPainter from weathergraphics.com, Of course, DigitalAtmpsohere will do it - but it is not simple.  http://www.weathergraphics.com/dl/
