Good luck with Vista, some people have no issues with hardware, for others it seems to be a nightmare (driver wise).
I'm sure you can download any software/firmware needed directly from the Toshiba website--they may even have drivers just for Vista...
For a dynamic IP address, I use the free DynDNS service--there are other similar free services. Basically you pick a "static" name, like alhamilton.dyndns.org, then run a little program (sits in system tray) on your computer that periodically updates DynDNS with your current IP address.
Then, the link to your camera would be alhamilton.dyndns.org:port# (this is where the port forwarding comes in)--and it never changes, even though your real IP address might...
I've got 4 IP cams on my network--with my first cam it was a bit of a learning curve, but not really all that hard to figure out the port forwarding stuff...
