Yes you can use the ultrasound to measure the water level. If you have a simple manual raingauge and you measure the level with ultrasound, you can have the rain accumulation measured automatically.
If you have a system that automatically opens the gauge when the rain event finishes, then you have a self-empty, ultrasound rain gauge.

And then? I cannot find in the article any mention about the use of the ultrasound sensor of the WXT to measure the rain.
I can see a comparison between two present weather sensors that use light emission.
I remember that there are studies on detecting the rain distribuiton with sodar system also called wind profilers.

But it cannot measure the quantity of rain that will fall on the surface.

Really in most respects "Ultrasonic" is not really a rain detecting technology as ultrasonic is to say wind speed/direction etc. The equiv of wind/ultrasonic technology with rain is more into Doppler radar which is capable of measuring quantity, rate, size and can differentiate between rain, snow, sleet, hail etc, maintenance free, no moving parts

Maybe the OP is confusing ULTRAsound with plain old acoustic disdrometers?????
