What is the difference between Registered and Unregistered station?

What is the difference between a CWOP registered station and unregistered station.  Both are sending data via APRS, but one is registered and the other is not?  How does one get registered?

Yes, I have been to that site.  I still not sure what the difference is between registered and unregistered, active and inactive? 
Trying to get my other station listed as registered.

Thanks again for your response.  I now understand the procedure to verify your location and then send an email to NOAA support to confirm.
