new firmware 1.3.8 for IoT consoles WN1820/WN1821/WN1920 ,WS38x0/WS39x0,GW1200

- WN1820/WN1821/WN1920/WN1980
- WS3800/WS3810/WS3900/WS3910
- GW1200
V1.3.8 release:
- Resolves the issue of interrupted data upload.
- Optimizes the RF IoT Network.
- Modifies the DHCP Client Hostname.
- Fixes the WS85 historical wind direction display error.

the firmware has now a unique 1.3.8 number for all these consoles, even though some were on 1.3.6 as last firmware upgrade

Upgrade via WS View Plus or WebUI
