What version of GRLevel3 and version of Windows are you using?

Mine is AppCrashing immediately on start.  Can't open the program at all to deselect the placefile.  Not sure how to correct this.  Not sure if it has anything to do with the placefile.

I know how to remove the placefile with RegEdit

First create a system restore point

Type regedit in the start menu search field and then open Registry Editor
First export the registry.  File.. Export
This is important, because if you accidentally mess up, you'll be able to restore the registry.
Now browse to Computer\HKEY_CURRENT_USER\Software\GRLevelX\GRLevel3_2
or Edit.. Find "gisPlaceFile"
You'll see gisPlaceFile0, gisPlaceFile1, gisPlaceFile2.....
In the data field you'll see the urls for the placefiles.
Right click and delete the placefiles you want to remove.

Win 7 Home Premium (yes, I know) and GR V1.x (yes, I know, but it still works  ...  usually)

RegEdit didn't accomplish anything.

Will wait until I reboot again in a few days.

I have no idea what "fastprox.dll" is or does.

If it doesn't run after a reboot, I may have to bite the bullet and upgrade, but it's been working fine until the last few days.  Hopefully they still honor the half price deal.

Oooh... GRLeve3 V1 is positively ancient.  GRLevel3 V2.95 is current.  I can understand how the old GRLevel3 V1 could choke on placefiles with many Line: and/or Polygon: entries with lots of coordinates to draw.

Definitely, do the upgrade to GRLevel3 V2 .. then all the placefiles will work for you.

If you still can't open GR3, maybe try to uninstall and reinstall.

Works again after a PC restart, so who knows ...  glitch.
