Sadly, I don't think so.  The reason is that the Terms of access forbid republishing unless you are a Registered User of the FTP service.

And the >$1K fee is much too onerous for hobbyist usage.

Best to use a global forecast from WU/TWC, PirateWeather, OpenWeatherMap, or VisualCrossing instead -- I have scripts for all those (but am not sure they all provide/display alerts in addition to the forecast info).
