Just in on NWSCHAT:
SCHEDULED MAINTENANCE ON API.WEATHER.GOV ON SEP 23RD...
Between 1145Z and 1945Z tomorrow, impactful maintenance will be
occurring to api.weather.gov. This is in a continuing effort to
improve uptime performance of the API web service. It is expected
that api.weather.gov will be unreachable between 1145Z and 1845Z.
If you are still experiencing problems with the API service
beyond 1945Z tomorrow, please contact NWS Tech Control at
nco.ops@noaa.gov.
This will likely impact the advforecast2.php V5.x script during the maintenance times.

I’m still receiving stale/cached forecasts. Anyone else?
I go to the API URL and forecast is latest.

It hasn't been bad for me. Might be worthwhile to ping the folks at nco.ops@noaa.gov and ask if they've implemented a resolution to this or if it's still TBD.
I go to the API URL and forecast is latest.
Most likely a different path that encounters a different cache server.
