VP2 Changing Station ID ?

Can anyone please explain this to me?  If you adjust your dip switches in the VP2 transmitter, what do you do with switch 4? 
There is no mention of how to set setting 4 or is it always on / off when using?

The ISS manual states position 4 is for testing, not transmitting. Leave it off all the time.

When 4 is on a green (iirc) LED will flash each time the ISS transmits - you can use it confirm the transmissions are taking place, and it also drains the battery/capacitor much faster, so you can use it discharge the capacitor if you need to.
