It would be in the 'Raw Access' section.  The name would likely have SSL in it.

So the sslaccesslog_atglenweather.com_10_15_2020.gz is close, but a day late.. to match with the error_log you sent (for 10-14-2020), I'd need sslaccesslog_atglenweather.com_10_14_2020.gz or if that's been merged into the October one, then the October one.

Ken, so apparently i had to turn those logs on and didn't do it until last night...  Sorry!

shows a somewhat odd pattern.
The first access via https for /conds.php?d= gets a 301 (document moved) return, and then the second access gets a 200 (Ok/success) return.  That same sequence follows for all those accesses in the 10-15-2020 SSL log you provided.   

It could be a Meteobridge quirk that causes it to try http first (despite the https in the URL), then following the 301 redirect to https.  It also seems to be happening to /console/mbridge/mb.php Meteobridge HTTP accesses also, but NOT to non-Meteobridge accesses.

So, I'm thinking that the actual cause of the delayed conditions updates was due to the 1 minute interval change you'd cited in a prior post.  It now seems to be reliably posting at 10 second intervals with timestamps on the access_log entries and meteobridge time/date in the conds.php?d= URLs in close agreement.

I think the original problem is now solved, and without logs for 10-14-2020, it's as far as I can go in debugging the issue.

Ken, Ok, So I'm having upload issues again...  The tech at meteobridge thinks it maybe the buffer is filling up.  It normally runs at 0% and here's what I have now after a reboot 7 minute uptime -    0 hours, 7 minutes    Buffer: 45 items (5%)
It just keeps climbing...   Thoughts?

You may be asking for updates too often for the Meteobridge..

For the Saratoga template, doing the FTP update (using the gen-MBtags.php template) every 5 minutes, and the HTTP update every 10 seconds (for the conds.php) is quite sufficient.  In a prior post of your Services, Events tab, you had those at 2 minutes and 5 seconds respectively.  Also a number of other Service, Events scheduled for other templates .. maybe adjusting them to be less frequently would ease the buffering.  The MB CPU/system may be struggling to keep up with the realtime demands you've configured for it.
