Here is the older version that Ryan wanted, it worked with Windows 7 and Hikvision.
I'll leave this available for download couple hours.
You still need to register after trial period this is just the zip file from moonware back in 2015. File is too large to email apparently just bounces back.

webcam 7 PRO
v1.4.0.0

Way back when...I recall that in order to get WebCam7 working the drivers from Netcam Studio were needed in some situations.  I've been using WebCam7 v1.5.3.0 for several years to both capture stills (https://www.gwwilkins.org/wxwebcampagestatic4.php) (the text is added via VWS and Image Salsa) and stream live (https://www.gwwilkins.org/wxhikvision-w7.php).  The live stream of course needs an open port to its host computer on my router.

What are you using for the live stream?

Does not even give me an option to register. It has me already registered and it is remembering my old settings. I think that is what the problem is.

I've tried with Netcam studio installed and still won't connect.

Remember if you did a clean windows install you also need for RSTP cameras,  Visual C++ 2013 Redistributable (32-bit) and .NET Framework 4.5.
