I’ve cleaned out the rain gauge to remove debris and have poured water in as a test and that seems to work fairly well but when actual rain comes it stops reporting.  Is it time to
Replace the array?

There are , potentially a few other options for the outdoor array.

Assuming , you may have a tipping spoon/bucket  , when you cleaned it , did you at any point notice it may stick down? Not saying this is your issue, but it does happen, in which case you want to lubricate the mechanism. Also, you should be able to see the results of manually tipping the spoon/bucket a few times on your console ... I would go for 10- 20 push downs and see what  you get.

Happened to me too once. I could push down with my finger on the spoon and it would work fine. However, when it rained the spoon didn't tip. Drove me nuts. Finally, I saw a very small twig wedge directly under the spoon and removed it with tweezers.
