So, are you saying if one of these other programs is using the Api it won't allow you to create an Api or App key?
No, that was just an example. There may be a limitation regarding the number of applications using an app key though, but you won't probably reach that number
I'm not well versed on how all this works, but I'm still not able to create the keys. I haven't used this new GW2000 with either CumulusMX or Weather display. I did experiment with Cumulus MX awhile back with my GW1000, and both are tied to the same Ecowitt account, could that be the issue? How do I fix the issue?
when you don't have either an Ecowitt API key nor an Ecowitt App key, CMX cannot be tied to your Ecowitt account. What you probably mean (guessing) is that CMX received its data from your GW1000. This has nothing to do with an API/App key. So nothing to fix here.
When your Ecowitt console sends data into the Ecowitt cloud (to your Ecowitt account), CMX versions > build 3172 are able to retrieve (backfill) data from there when you configure this in CMX. E.g. if you shut down CMX and restart it next morning or a few days later, it can download the data that have been sent to the Ecowitt cloud by your console in between. For this to work you need your API and App keys.
How to create the APP and API keys for your Ecowitt account ?
1. log in to your dashboard - there you can see the current data which your console has been sending to your account. The black tiles.
2. once logged in, there is a Hamburger symbole in the top left corner to open the menu and your name and picture (may be a generic one if you never uploaded a photo here) in the top right corner.

When you hover with your mouse over the picture, a menu with four items appears- The top item says "user profile". That's what you have to choose. This will take you to the following screen.

Here you have to click on the "Create" button. You have to do this twice: once for the API key and once you have created it once more for the App key.
3. create API key

you can choose a name for your API key - in the picture it's just something I wrote - you can choose your own text - SAVE !
4. create an App key (open the drop down menu, arrow down symbol, where it says API ke and select "application key" - SAVE !

5. once you have created both, your profile page will look like this (with the names you gave to your keys)
