I'm not sure what you are meaning by 'programs'...
All websites accumulate access logs, and the access logs (sample in my post) have IP addresses (either IPV4 or IPV6) and there are multiple geo-ip location sites/utilities and good-ol' whois to show info relating to the IP address.
I don't think that IP addresses fall under the 'personal information' category as you don't 'own' it, only use one supplied by the ISP (who 'owns' the address space).
I only post access_log contents when I find someone/thing using site resources ineffectively (like the bad URL for the member-placefile above). The public posting is just an alert that may be seen by the person using it and can get it corrected (hopefully). The 404 doesn't cause any issues for my server.. just another cast-off access with low overhead.
