Radar Over County Names?

Hi everyone! Hope everybody's been doing great and enjoying the weather!  8-)

I was wondering if anyone knew if it was possible to have the county names (or city names, dosen't matter) layer BEHIND the radar, that way, when rain moves over the city, it covers it up? Just like a placefile, where you have the option to click how you want the layers set up.

I don't believe you can change the layer order.
I use towns instead of counties due to the clutter from all of the labels. The cities/towns are further apart also.

Good point, I had someone ask me that the other day, and I didn't know either. Usually I use towns but sometimes I like to mix it up :-)
