It appears there have been major changes to the realtime display for LightningMaps.org, like, there isn't any. I also don't see the option to overlay radar, etc. It's been months since I've pulled this up. I assume there were some major changes to this web site, but there is no documentation on it that I can find. Anyone know what's going on there?

Yep...some big changes in presentation... I've personally sort of lost track over the years, and Tobi is constantly improving it...
 first to see realtime, use the 'Real Time' selector, not the 'region selector'... it will probably default to Europe... pan it to 'America' or whatever,;  and there will be new icons appear in upper right,... those will have various selectors in pull-down..with hints... . also the site may ask you for your location, which you can 'yes or no'.

Gotta play with it a bit to catch on...
Almost will drive you CoCo  .. Rahs, won't it?  #-o

the beteljuice created this in 2006 ...

You could set a cachement area, set a visual / audio alarm area, refresh rate and a few other things. Mouse-over gave lat / lon / time and so on.

the beteljuice showed it to a certain third party who promptly stopped free access to their data and further development stopped.
